PCS officers Arrested from Civil Secretariat Lahore:
LAHORE (Friday, March 18, 2011): Police arrested around 77 government officials, including the Provincial Management Service Association’s (PMSA) office-bearers, who had gathered in the Punjab Civil Secretariat (PCS) premises to protest the arrest of two section officers.
The arrested officials included four female officers, gazette officials, magistrates, sections officers, deputy secretaries and additional secretaries of provincial prime cadre. The arrests were made in the presence of Punjab Chief Secretary, Tariq Mehmood Khosa, Punjab Police Inspector General, Javed Iqbal, Punjab Home Secretary, Shahid Khan, and Lahore Commissioner, Nadeem Hassan Asif.

Two section officers, namely Rana Ziaullah and Imran Sial, were arrested by police when they were distributing pamphlets among the officials about the scheduled strike of PMSA officers to be commenced on March 21 against the illegal and unconstitutional IPCC formula under which the District Management Group (DMG) has appropriated almost all the top positions of the province. The additional chief secretary, after getting information, ordered the police to arrest the men.
Following the incident, over 700 officers and officials gathered in front of chief secretary’s office to protest against the arrests.
Addressing the protest, Rai Manzoor Nasir demanded the registration of cases against additional chief secretary and DSP police under criminal sections for illegally detaining two section officers. They also chanted slogans against the District Management Group (DMG) officers and declared their postings in the provincial administration illegal and unconstitutional. Nasir said the Punjab chief minister constituted a committee last year to address the grievances of PMS officers. The committee held several meetings but the grievances were not addressed, he said. He announced that from Saturday (today) the PMS and Secretariat Employees Association would observe strike till removal of DMG officers from the province.
“The District Management Group (DMG) has been usurping the posts of the provincial officers on the basis of unconstitutional IPCC formula. The DMG has manoeuvered posting under a formula which is not notified and is not covered by any law. Under this illegal formula, a total of 800 DMG officers are usurping 65 percent posts of grade 21 in the provinces while more than 4,000 provincial officers have been given only 25 percent posts. Out of 43 posts of provincial secretaries 40 are under the occupation of the DMG officers. Out of 9 posts of commissioners, 8 are from DMG,” PCSA officers said in a statement
They said the association president has decided that no officer will get bail and the remaining officers will court arrests on Saturday. Officers from all over the province will gather in Lahore to lodge protest and court arrests.
No FIR was registered against the arrested officials till the filing of this report as police was waiting for direction from the Punjab chief secretary to proceed against the held officials.

    Hi,

    This action of the DMG officers is historical by all means. They have been running the country for last 60 years with the same zeal. They call themselves a bond of federation but they have:

    1- Caused Bangladesh
    2- Violated constitution and even became Governor Generals and Presidents
    3- They are public servants but rule over the masses
    4- They can’t go to Baluchistan, NWFP and deep northern areas to serve.
    5- They want the status quot to continue..

    However, the status quo is going to break, I congratulate Rai Manzoor Nasir and all office bearers and leaders of the PCS officers association. They will win as a last laugh!

Those arrested included female officers, gazette officials, magistrates, sections officers, deputy secretaries and additional secretaries of provincial prime cadre. More than 700 officers came out to protest against the arrest of the two section officers. Mr Ziaullah and Mr Sial were arrested when they were distributing pamphlets calling for a strike on March 21 to protest against the illegal and unconstitutional Inter-Provincial Co-ordination Committee (IPCC) formula under which the District Management Group (DMG) has appropriated almost all the top positions of the province. They were detained for two hours. It is quite surprising the way the Punjab government and the top order of the bureaucracy handled this issue. It is the democratic right of all citizens of Pakistan, including the civil services officers, to hold a peaceful protest. Earlier the Punjab Government played the same havoc with students when Board of Governors were appointed. It seems that Punjab Government is still under the past traces of dictatorship. Punjab Government needs to learn the democratic norms.
