PTCL Introduced Company Pay Scales for its Regular and NCPG Employees, First Time in the History

Today Pakistan Telecommunication Company (PTCL) has launched the corporate (company) Scales for its regular and NCPG employees. These new pay scales are optional and BPS and NCPG pay scales holders, This notification has been issued vide No. TM&L/Pay Scales/2017 Dated 15. June, 2017.

The management is pleased to announce the implementation of PTCL Pay Scales 2017 with effect from 1st April 2017 and Performance Allowance 2017 for all Regular and NCPG employees of the Company as explained below.

Revision of Basic Pay Scales 2017

The existing Basic Pay Scales 2008 shall be replaced with the new pay structure as per the below table:

Fixation of Basic Pay 2017

As per PTCL Pay Scales, the Basic Pay of Regular and NCPG Employees in service on 31. March 2017 shall be fixed as follows: –

a) For Regular Non-Management Employees (BPS-01 to BPS-16), the Emoluments will be multiplied by 2

b) For Regular Management Employees (BPS-17 to BPS-20), the Emoluments will be multiplied by 1.8

c) For NCPG Employees, the Basic Pay will be multiplied by 2

After above multiplication, the nearest higher value (stage as per PTCL Pay Scales) of the employee will be determined.

Note:- Emoluments include Basic pay, Incentive pay, Good Conduct pay, Personal pay, Special pay, Qualification pay, SPL pay to Post and Senior Post Allowance.

Annual Increment

The Annual Increment continue to be admissible, subject to the existing conditions, on 1. December each year. Utility Allowance; The Utility Allowance shall be calculated as 10% of running basic Pay of revised group for all Regular and NCPG Employees.
Telecom Allowance:- The Telecom Allowance shall be paid R. 500/month and shall be admissible to all Regular and NCPG Employees.

Conveyance Allowance:- The Conveyance Allowance shall also be admissible to both Regular and NCPG employees at the rates given below.

Car Maintenance Allowance:- The rate of Car Maintenance Allowance (CMA) will remain same for officers working in Grade MG – 3, MG – 4 and MG – 5 which they are currently drawing.
Cable jointer Allowance:- All employees who are working as “Cable jointer” will continue getting Cable jointer Allowance at the same rate. i.e Rs. 2,000 per month.
RGM Allowance:- The RGM Allowance shall also remain same for all the entitled officers while working on the position of Regional General Managers (RGM).
Adjustment Allowance:- If the sum the Pay and Allowances mentioned above (Basic Pay, Utility Allowance, Telecom Allowance, Conveyance Allowance, Car Maintenance Allowance, Cable jointer allowance and RGM Allowance) are less than Gross Salary (excluding House Rent Allowance / House Requisition Grant / House Rental Ceiling) as of 31. March 2017, the differential amount will be given as Adjustment Allowance.

Performance Allowance 2017:-

The Performance Allowance 2017 shall be allowed with effect from 1st April 2017 in accordance with the criteria elaborated below:

Employees Category Percentage of Running basic pay as on March 31, 2017
Regular (Non-management) and NCPG Employees 16%
Regular Management Employees 12%

House Rent Allowance:-
All the Regular & NCPG employees will be entitled for House Rent Allowance as per grades and their posting location tabulated below:

Note: Big Cities include Karachi, Lahore, Rawalpindi; Quetta and Peshawar

Exercise of Option:-

Salary structure shall become applicable to all employees. However if any employee intends to continue with the existing salary and pension structure, he/she will have the right to do so by notifying in writing to his/her respective HRBP/HR Operations within 30 days.
The employee, as aforesaid, who do not exercise and communicate his/her option within the specified time limit, shall be deemed to have opted for revised pay scales.

Anomalies:– An Anomaly Committee shall be set up to resolve the anomalies, if any, arising out in the implementation of the revised Pay Scales 2017.

Other Terms Conditions:-

  • Pay and Allowances mentioned above constitute the entire salary structure of Regular & NCPG employees with effect from 1. April 2017.
  • The existing terms and conditions including pensionary benefits of the transferred employees shall remain protected as provided under Pakistan Telecom Re-organization Act 1996.
  • All the Pay and Allowances mentioned above are subject to Income Tax in accordance with the law.
  • Employees whose disciplinary cases are pending will not be eligible for Performance Allowance 2017, For such employees, the increment will depend on the outcome of disciplinary case.
