Lahore: Punjab Medical Faculty employees await salary
THE Punjab Health Department has failed to introduce a proper system of release of funds for the Punjab Medical Faculty as salaries of the employees for the month of November have once again been stopped after a similar incident this year when their salaries were released after a delay of more than three months.
The Punjab Health Department has also failed to approve the annual budget 2010-2011 of Punjab Medical Faculty (PMF), which conducts examinations of paramedics in the province, despite a lapse of almost half of the current fiscal year. The budget worth over Rs20 million was furnished for approval before the commencement of the current financial year. The working of the faculty has been badly affected as employees are unable to make their both ends meet due to non-payment of salaries owing to the delay in re-activation of the sub-account, jointly operated by the PMF’s secretary and registrar, which was rendered inoperative following the transfer of the faculty’s registrar, the joint signatory last month.
The facility of petrol has also been stopped and payments for repair and maintenance of vehicles could not be made.
The Health Department has neither made appointment on the vacant post of the registrar nor gave additional charge to the any other suitable official of the PMF in order to operate the sub-account to make payment of salaries to the employees.
Sources said that the PMF also faced similar problems in operation of the main account jointly operated by the secretary to the Health Department and secretary to the PMF, as funds were transferred from main account to sub-account for utilisation for salaries and other expenditures of the faculty. The PMF employees protested against the stoppage of their salaries every other month and demanded the Health Department streamline the procedure of operating the main account and sub-account to fix the problem once for all and for smooth functioning of the institution.
The officials claimed that the request for the release of salaries was pending before the additional secretary Health (Technical) despite frequent reminders. As many as 32 employees from BPS-1 to BPS-18 of the Punjab Medical Faculty were once again affected due to the non-payment of salaries for the month of December so far after an earlier delay when their salaries were delayed for over three months from May to August this year. They said that they were unable to support their families particularly the Christian employees, who would be unable to celebrate the approaching Christmas.
When contacted, PMF Secretary Dr Samia Maqsood said that the salaries would be paid to the employees as soon as the sub-account got operational with the appointment on the post of registrar by the Health Department. The request had been made to the Health Department in this regard, she maintained.
When contacted, Secretary Health Fawad Hasan Fawad said the matter would be resolved soon while Additional Secretary Health (Technical) Dr Mushtaq Sulehria, didn’t respond to the calls.
