CM Khyber Pakhtunkhwa approved upgradation and promotion policy for teachers

Peshawar (June 6, 2012) – Chief Minister Khyber Pakhtunkhwa Amir Haider Khan Hoti has approved upgradation and promotion policy for teachers that will be effective from July 1. More than 112,000 teachers across the province will benefit from the policy with total financial implications amounting to over Rs 1115 million.


Under the policy, primary school teachers will be upgraded to BPS-12, CT, AT, TT, DM and PET to BPS-15 and Qari/Qaria to BPS-12 while basic scale for subject specialist will be BPS-17 and can be promoted to BPS-20.
The CM made this announcement at Teachers Convention held in the CM House here on Wednesday. Teachers present on the occasion welcomed this announcement and termed it a greater achievement of the government Provincial Education Minister Sardar Hussain Babak, President Malgari Ustazan and Chairman Consultative Council Islam-ud-Din also addressed the gathering.
Senior Provincial Minister Bashir Ahmad Bilour, Provincial Ministers Mian Iftikhar Hussain, Muhammad Hamayun Khan and Arbab Muhammad Ayub Jan, MPAs Mukhtiar Ahmad Khan, Sqibullah Chamkani, Aurangzeb Khan, Alamgir Khalil and Shagufta Malik, Provincial Secretary Education, Secretary Finance, ANP officer bearers, office bearer Teacher Association and large number of teachers were also present on the occasion. The CM said that the present government has honoured another promise made with the teachers’ community and elimination of ignorance with the light of knowledge is top priority of the government. He said that this cause can’t be achieved without mental peace and economic prosperity of nation builders-teachers. He termed duties and rights mutually inter-related and stressed the teachers to play their role in mentoring future of the nation and promotion of education and the government will fulfill their just needs.
He said that spending 4 per cent of GDP extending primary, secondary, higher and technical education to every nook and corner of the province has been decided. He said that the Stori Da Pakhtunkhwa programme has been implemented for encouraging talented students; under which scholarships amounting to Rs 10,000 and Rs 15,000 have been offered to talented students while financial relief has been given to students enrolled to private schools in far-flung areas that lack government schools.
He said that initially 100 schools have been selected which will be increased to 400 by next year. He further added that conditional grants will be offered to schools in DI Khan and Bunir on performance basis, added, basic needs and facilities will be provided to schools through parents-teachers Council (PTCs). Hoti termed the establishment of seven new universities in four years as remarkable achievement of the government while the number of universities were nine for the last 60 years till 2008.
Meanwhile, under the upgradation policy primary school teachers will be upgraded from existing posts to BPS-12 while one PST post in each Primary School is to be upgraded to BPS-15 and to be re-designated as Primary School Head Teacher (PSHT) which will be filled through promotion from PST on merit with due regard to Seniority subject to the condition that he fulfill the minimum qualification required for the post of PST as per service rules.
Middle and high school teacher ICTs from existing post been upgraded to BPS-15 while one third of the total to BPS-16.  All the existing Arabic teachers from the existing posts has been up-graded to BPS-15 , one third of the total posts are to be upgraded to BPS-16.
All the existing TTS posts are to be upgraded to BPS-15 while one third of total to sixteen. Similarly, the existing posts of Drawing Masters from the existing posts have been up-graded to BPS-15. One-thirds of the total are to be upgraded to sixteen. Existing PET posts have been up-graded to BPS-15 while one third of the total to BPS-16.
All the existing posts of Qari and Qaria have been upgraded in BPS-12 while one third of the total posts have to be upgraded to BPS-15.  Appointment of teachers of entire cadres along with primary teacher will be carried out under the up-graded scales.

    Un CT.AT etc ko bps 16 may upgrade karna chahey jo B-ed kar chuky hain na k tamam ko jo seniorety list may pehly hain.awar unhon ny B-ed nahi kia hay.ta k qualification ko ahmiat ho.

    Habib sb yahan kon pochta hai yahan to ulti ganga hai m.a m.ed m.phil ko bps 09 dia gia ha aur matric ko 14 aur bps 16 dia gia hai punjab govt doing nothing for young educator teachers. We reject this punjab govt
